1) run licman12_inst.exe
2) enter your path to licman12_lld.exe under "Program Files Directory"
3) enter your path to "licenses" file
4) choose LLD - "AUTO START"
5) choose GLD - "DISABLED"
6) "OK"
7) check under Services if LLD really started.BTW TCL/TK should be installed, get it here:

"http://downloads.activestate.com/ActiveTcl/Windows/8.3.4/ActiveTcl8.3.4.2-1-win32-ix86.exe"

8) enjoy another fine LEGEND-release!
